Harber was a rear admiral of the United States Navy and one-time Commander-in-Chief of both the United States Atlantic Fleet and the Pacific Fleet. He was called a "Naval Hero" by The New York Times, and lead the rescue expedition for the U.S.S. Jeannette off of Siberia and the return of the body of her captain.
